intel/hw: Create an empty bootcmds file

You can edit this file to add commands in shell format,
i.e. commands with arguments. Quoting is supported.

e.g. bootcmds might contain:

fitboot -c 'root=/dev/ram0 rw console=ttyS0,115200 earlyprintk=ttyS0,115200' afile
