feat(console): Display seconds and milliseconds in the tooltip of the user audit log (#8495)
# Which Problems Are Solved

The exact timestamp including the seconds and milliseconds in the user
audit log is not shown, either in the direct log or in the tooltip that
appears when hovering over the item.

Console

This project was generated with Angular CLI version 8.3.20.

Development server

Run ng serve for a dev server. Navigate to http://localhost:4200/. The app will automatically reload if you change any of the source files.

Code scaffolding
